Our mission is to provide advanced behavioural and technical support to reduce serious harms confronting victims of online deception.
The foundation builds on established work provided by IDCARE by delivering world first support services where previously no response existed.
To the cyber and psychological impacts experienced by the community during crimes of deception, providing essential support and resources to affected individuals.
We aim to provide valuable insights gleaned during treatment of crimes of deception to relevant professions with the aim of advancing the relevance of treatments and prevention strategies.
The Foundation aims to enhance the relevance of psychological and technical treatments extended to victims of these crimes.

David Lacey is founder and Managing Director of IDCARE. He has held senior executive roles across Government and industry within identity and cyber security, law enforcement and national security. He advises Governments and corporates on integrating customer-centric identity and cyber security response capabilities and has been recognised for his leading work in building and advancing cross-industry and sectorial initiatives. David has held numerous Board roles in commercial and not-for-profit organisations and is an active member of government and industry Audit & Risk Committees.
View ProfileDelia was the Deputy Chair of the Australian Competition and Consumer Commission (ACCC) for over a decade. Before that she held a variety of senior roles at the Australian Securities and Investment Commission (ASIC) and the ACCC as well as working for Federal Ministers, the Australian Law Reform Commission & lecturing in law. She oversaw the ACCC’s scams work during her time there and the establishment of moneysmart.gov.au at ASIC amongst other things. She has been awarded the Public Service Medal, the SOCAP Lifetime Achievement award and the Inaugural Law Council of Australia Australian Consumer Rights Award in 2022.
View ProfileJudith Welsh was elected Chair of the IDCARE Board in October 2015 and has over 20 years experience as a legal practitioner, including 14 years at Australia Post where she undertook numerous senior executive appointments including General Counsel and General Manager Governance and Assurance. She also has significant experience in operations and strategy and has represented Australia Post and the Australian Government internationally. Judith's experience as a Trustee for the AusPost Superannuation Scheme (APSS) makes a valuable contribution to the Board.
